I saw the video. I'm glad he apologized, but his hand did not belong anywhere near her chest in the first place. Horribly inappropriate!
I saw the video, he's a foot and a half taller and in the middle of a speech. I'm sure he wasn't focused on where he placed his hand. Looks more like the rib cage to me, but I can appreciate why someone might be offended, especially in our don't touch me society. I'm just saying, his placement looked natural due to her size.
