I don't understand how/ why this position requires a full housing perk, let alone one to this level. A housing allowance could be given when one is expected to relocate to a high cost of living area.
Eisenhower elevated the position to the Cabinet and did so to demonstrate his gratitude to Hentry Cabot Lodge. Not all cabinet members get a 5000 square ft home as a perk.
