He knew that spending was increasing prior to the budget cuts and if thinks that there is any interest by congress to cut spending he is dreaming. Wait for the outcome of this weeks budget proposal. There is a proposal in the house for addtional tax cuts to make the individual rates permanent but we all know that is just an election year charade that won't go anywhere.

"We have to be tougher on spending," White House economic adviser Larry Kudlow said in remarks to the Economic Club of New York, adding that government spending was the reason for the wider budget deficits, not the Republican-led tax cuts activated this year.

Secretary of Commerce Wilbur Ross is already on the record debunking this fake NYT story.
Also, this is a dupe thread, you should have known other Trump haters have already posted a week old fake news story from the NYT.
Actually it does mention entitlements but that wasn’t a direct quote by Kudlo, so where are the spending cuts and by that I mean significant spending cuts that will offset the tax cuts.
They are not going to cut spending by 10% just addressing fraud, that would amount to a microscopic part of the budget, besides that are already addressing fraud.
