$69 billion per year in military spending is enough to create an effective deterrent against every country on Earth.
For a deterrent against home invasion perhaps, but not enough for influence abroad and effective defense commitments abroad (global deterrence). The Coast Guard alone costs the U.S. $10b a year.

Also, dollar per dollar comparisons of military spending isn't exactly an apples to apples comparison when it comes to China and Russia.

9-11 was the 'spark' that lit the 'war on terror' fire though...LOTS of spending has been done due to 9-11.

It may sound bizarre to say, but 9-11 was a very good thing for the military industrial complex/defense industry
