For the uninitiated, Bioshock is a game that takes the player into an underwater city known as Rapture. The city was built by a man named Andrew Ryan. He believed that there should be no government or church ruling anyone. So he created a city to allow it. So nothing is overlooked or regulated. The sky is the limit so to speak. The biggest commodity was Adam. A substance that was used in the creation of plasmids. Essentially genetic altering drugs. These were unregulated and lead to the whole population being addicted and psychotic.

here's the intro to the city. It kind of mirrors what I hear people on this forum describe. Skip to 2:06.

I'll quote the game:
" am Andrew Ryan, and I'm here to ask you a question. Is a man not entitled to the sweat of his brow? 'No!' says the man in Washington, 'It belongs to the poor.' 'No!' says the man in the Vatican, 'It belongs to God.' 'No!' says the man in Moscow, 'It belongs to everyone.' I rejected those answers; instead, I chose something different. I chose the impossible. I chose... Rapture, a city where the artist would not fear the censor, where the scientist would not be bound by petty morality, Where the great would not be constrained by the small! And with the sweat of your brow, Rapture can become your city as well."

Here's a short documentary on the Philosophy of Bioshock. Spoilers for those who haven't played it:
