Such things are not uncommon in backwards looking theocracies such as Iran, Iraq, Libya, Somalia, Sudan, Syria, Yemen, Pakistan, Saudi Arabia, etc.......

History aside it is fundamentalist Muslims that are the main problem here in the Twenty First Century and international sanctions should be imposed if this execution takes place.
