That is exactly the rules the UN/IPCC have put into place....developed countries have to lower emissions...developed countries have to pay undeveloped countries..
...and in the mean time, developing countries do not have to lower emissions...until the UN decides that they have made enough money

The UN says China is a developing country...since then China has increased their emissions so much..that China now emits twice as much CO2 as the USA
The UN also says Russia, India, Saudi Arabia, Kuwait, and about 200 other countries are developing countries.

The USA, without joining anything, has lowered it's emissions back to the same level it was in 1992...CO2 levels were ~350ppm in 1992...left up USA CO2 levels would be back down to 350ppm

...the increase in pollution you call it...has not come from the USA

Well, you cannot rely on experts because experts are paid for their expertise and therefore are not trustworthy. That is the logic with which you are dealing on this thread.
