I just got an application for my neighbor who does not vote because she thinks God decides. She also thinks Trump is the Anti Christ and the Rapture is just a few days away. But if she's not raptured up by election day, she's voting for Beto.
If I got one of those in the mail, i throw it away. So would most people.
In my county most election information is English, Spanish, Vietnamese and French. Info that is public information when a taxing authority is changing the rate, schools, PUDs, etc., ballots and public notices.

Voter rolls do not say whether someone has died or not. When a person dies they are just completely removed if someone catches it or if the family reports it, most dont. So if someone is still listed, it is assumed they are alive, so in states where people vote by mail, they just send out the ballots based on the current voter rolls.

Different states gave different rules, but as far as I know, it isnt illegal.
Again, im going off of the basics, but the only thing that would make it illegal is if the individual who marked it isnt registered to vote themselves. Some states make it illegal to help people register if you are not yourself registered but I have no idea about the state in the OP.
But if you truly believe this is a violation, i suggest you google your own party, which shows up a Citizenship/Naturalization ceremonies and checks the republican box before giving out registration forms.
the instructions dont matter, the box was already checked off so that invites fraud. and how many people who have committed such fraud have been prosecuted for it?

In order to get it, one checks they are a citizen and 18 years old.
Then the part you fill out asks again. Then you have to read before you SIGN it that filling out the form if you are not eligible is a $2000 fine and 18 months in jail.
How many illegals do ya think are gonna send that form in?
You are making a mountain out of a molehill. Educate yourself on voter registration. Most counties have a class where you can ask anything you want.
If it were against any law to send out the forms, people showing up at the courthouse to get a hundred or so would be arrested on the spot.
If I set up a table in my local grocery store to register voters, I am duty bound to turn in any card that is filled out. Last voting cycle the bots were saying Dems were turning in fraudulent forms. If somebody fills out the form and puts Mickey Mouse as their name I am duty bound and lawfully required to turn it in to my county. The county clerk decides if Mickey is a citizen of the county, not me.
If people knew what they were talking about on POC, we would be able to read through it in 1/3 the time.
