Sorry, but the IQ+college degree is stupid in itself. I've met lots of people who have no college degree, but are smarter than average. A typical liberal arts degree today is more indoctrination than education.

Intelligence does not equal wisdom. Wisdom is the practical and effective application of intelligence. Forest Gump would be an example of low intelligence relatively high wisdom.
Nice way to guarantee even more social Darwinism and guarantee nothing but GOP office holders.

But seriously, you can agree or disagree with both parties on quite a number of issues. Gump was a movie character designed to be loveable. Can you think of a real life example?
The bottom half of the bell curve has the same citizenship rights as the top half. And I think most of the sub-100 IQ population is capable of becoming informed voters. I'd rather see a short, simple basic knowledge test, something that anyone could pass if they have a legitimate interest in politics and good government. You could make a big list of basic knowledge questions and have the voting machine select 5 at random for each voter. Nobody who gets less than 3 right would be allowed to enter a vote.
