LOL, not so in my Oklahoma town. https://www.gasbuddy.com/GasPrices/Oklahoma/Stillwater Gas prices would be 3 cents cheaper had not Republicans in Oklahoma raised the tax on gas, and it not even going to fix the roads. So having Republicans in charge may not be as great as you think it is.
More freedom in other states. California has become repressive.
And gas is $2.34 here in southern Mo. And there is a proposition on the ballot to add 10 cents a gallon tax. Have no idea if it will pass but I doubt it. We are already stuck with that horrible ethanol to keep farmers happy.
About 10 years ago a similar sized gas tax was proposed on the ballot in Oklahoma but it was voted down by 89%. But Oklahoma Republican legislators this year decided to raise the tax on gas by 3 cents. Since it wasn't much, nobody seems to care.
Prices vary for three main reasons, OP: taxes, refining costs, and distribution costs. It generally costs more to purchase gas in the west. If you really want cheap gas, head for the Gulf states of the U.S. southeast. BTW, you live in one of the cheaper places to fill your car's gas tank, so of course you think everywhere else is expensive.

Adding ethanol makes it more expensive, but it gets the farm vote.

I believe the quality of Interstates are held to a higher standard than city streets and state owned highways. Oklahoma City and Tulsa streets have reputation for being crappy.
Oklahoma Republican legislators swiped $230 million from the County Road and Bridge fund to balance the budget, so rural people are now suffering for it. County commissioners running for office say the first thing they are going to do if elected is do something about county roads that have become unsafe. And the 3 cent hike per gallon of gas goes to raise teacher pay not to fix the roads. So holding Oklahoma up for something excellent is going to be risky.
It called state tax. Oil comes from Texas. Texas has no state tax.
On the other hand, California loves its cars and demand is high.
The real kicker here is states depend on gas tax to maintain and build new roads. Gas taxes can amount to a billion or more a year in state income. When cars and trucks were only getting 24 miles per gallon, states were raking it in. Newer, fuel efficient cars, electric and hybrids that are doubling the miles per gallon to near 50, is cutting into state revenues. Many states are now considering raising the fuel tax by another 10 cents a gallon or more.
In the end, the consumer, that buys a newer car to save money on gas, ends up paying more at the pump anyway.
