Today is Election Day that’s why I want to bring this up.
It appears that California, while it’s a state of 40 million, yet the voter turnout on some recent years is often just in the single digit of millions.
Making change doesn’t have to involve giving half your life outside of work and family to jump through hoops of bureaucracy and paperwork. Often times the grunt work has already been done. So your effort as a citizen can be as minimum as casting a ballot or circulating a ongoing petition with people you know or neighbors. I know because I worked as a petition circulator and I know officially any registered voter can collect signatures, it doesn’t have to be a petition circulator. So if you are concerned about an issue particularly if you already signed a petition why not be a sport and help spread the word rather than wait for a paid signature collector to knock on more doors which becomes expensive for the citizen who made effort for change. Remember they are doing it out of love for you and don’t have deep pockets.
This seems to be the case from for all level of government, federal, state, local, or even a community’s HOA. Especially one that is newly formed. Interestingly while people hate the way it’s run and many times these don’t comply with laws that govern them and protect homeowners, residents are often apathetic to actually take the reins while they can even when they vote in new board members during handover from developer.
Because of this Nepotanism always takes hold in an HOA, they can bully members however they want and no one would stand up for their rights.
9.5 million out of 40+ million is still a small number. Or as I mentioned single digit in millions. As 4+ million would make or break a vote, or roughly less than 9% of the population.
Though I am surprised this question is so overlooked in the city-data forum.
It’s not just national and state elections but also local and HOA policies.
In the end the 1-5% are still in control of everyone. And people let themselves be trampled no matter how much they disagree with them.
This happens in New HOAs as well even though it’s a much smaller organization.

True, though if someone does do the grunt work of getting it onto a petition for a ballot measure or referendum especially that you strongly agree with, why not take part in helping the Good Samaritan meet the signature goals by circulating the petition to neighbors,
This guy may just be another citizen with limited budget as well as a house to pay for and a family to feed. Making him collect all the signatures or pay $4 for someone else to collect them would be way beyond what he can afford as thousands are needed. But if he collects 100 and each person just help by circulating the sheet one by one which take almost no effort that goal would be reached in no time.
Also HOAs are not limitless in power, there are often procedures they must follow both state/local and sometimes even in their own CC&Rs, which many don’t bother to(ie notice requirements when changing rules)therefore don’t let them bully. Gather together and lay down the law, show them who they work for.
