Giuliani was a hero after 9/11. As bad a human being as he may be, he was a lifeline in NY after the tragedy.
Rudy was and is overrated as a politician. At the time 9-11 happened he was a lame duck mayor going out on a down note (folks forget 9/11 was Election Day there for the mayoral race) with a very public break up of his marriage, health issues, and some very public spats, politically.
9-11 gave him an unexpected opportunity to rehabilitate himself and paint himself as a hero. Nevermind his refusal to upgrade the radio systems for first responders well before 911, as well as his brazen try to run for a 3rd term - which the NYC people turned down.

I'd say it's time to downsize a home or two ..... possibly give up a country club membership?
He presided over the demolition of an apartment building from which the tenants were ejected ("temporarily") without a chance to save any of their possessions, not even their pets. The building was not in danger of falling down, as was claimed. It was torn down, with all the occupants' things still inside, including the animals.

The fact is that the Mayor’s switch to a scoop-and-dump coincided with the removal of tens of millions of dollars of gold, silver and other assets of the Bank of Nova Scotia that were buried beneath what was once the towers. One thing we know, quite a few belonging to the party that used to boast of its'family values' have.
You know, both parties claim to support family values. I don't know why some progressives give Republicans such flak for this. I would also add, values that are easy to meet aren't worth having.
