There has to be probable cause, and a predicate crime fro their to be a criminal investigation. Of course on the DOJ can conduct criminal investigations.

The democrats in the House can conduct investigations, but they are not criminal investigations. However, those investigative powers are to conduct oversight for government activities, not to investigate the personal lives of those they consider political adversaries.

I have no doubt they they will use the Emoluments clause as an excuse, and try to expand well into Trump's personal finances.
