Nope, but only ask questions don't make declarative statements like "as you know, the caravan is not an invasion". Not the time and place for a reporter to be giving his opinion disguised as fact. He can do that on his show all he wants. The press conference is to ask questions and record the response.
Another rule is when you have already asked two questions and the host says enough and calls on someone else, you shut up and hand over the mike and sit down.

I am glad that Acosta got his pass back and I don't believe that any media representative should be banned; conservative, liberal, or whatever.....
However the 1st amendment rights protects the freedom of press (from government suppression) but it doesn't mandate that the president to answer the questions.
