Knowing Steve Sailer's ideology, it isn't that difficult to figure out.
It's fine to paraphrase something, even embellish it for effect as you did. But if you then go and put quotes around what is your own embellishment, and ascribe it to someone else, that's dishonest. Quotes are meant to show exactly what someone said. Do I really need to explain this to a native speaker?

When Sailer said "Blacks need stricter guidance", what else was there to gain from it? Let's break this down by grammar. If something is stricter, it means more strict that something else. And if it is being said "Blacks need stricter guidance", stricter compared to whom? This is basically saying Blacks need to be subjected to something stricter. Stricter often means harsher in many cases.

Whenever I find a blogger who says things such as what Steve Sailer would say, I think of this: What would he do once he gets a position of political office?

It is one thing to talk about crime statistics regarding Black Americans. However, to hear Sailer talk about it, he speaks of Black people as if they are an imminent and inherent danger to society. I wonder about someone like that taking political office and what kind of public policies they would build.

Question: What is your honest opinion of Steve Sailer?
