No one is defending these guys. If they committed voter registration fraud and/or ballot initiative fraud then they should indeed face the consequences.

This was not voter fraud as the CEC uses that term.

Agreed. There was not fraud in the sense that voters were tampered with. However there certainly could have been votes that were changed by the Russian propaganda and the email hacking airing all of Hillary's dirty laundry. I suspect that number was fairly low however, especially compared to how many were likely changed by Comey reopening the email investigation.
