Reasonable rule of law? Good government? Free media? Enshrined rights? Universal suffrage?

Reasonable rule of law? - A lot of time-is necessary
Good government? - where it to find?
Free media? - free mass-media are not present, all of them depend on money!
Universal suffrage? - it agree it is necessary.

It works in the United States where the majority of the major media corporations are owned by a select group of concentrated individuals with common interests.
