One of the pet theories about Jewish intelligence (which over the world average is only about 10% if that) is that the ones who migrated as the warning bells began ringing were brighter than the ones who were led like sheep to the slaughter. But Jews are not that much more intelligent than everyone else; just harder working, more organized and more dedicated to family and education. Those are choices anyone can make.

I do blame Radical Islam. At its best, observant as opposed to Radical Islam does not have a great work ethic. Individuals of course differ but the constant prayer breaks do take away from the work environment. Churchill, in evaluating the then-colony of Sudan famously wrote (link): "Improvident habits, slovenly systems of agriculture, sluggish methods of commerce, and insecurity of property exist wherever the followers of the Prophet rule or live." Some of the rest of his rant is unprintable and I don't subscribe to it.
Radical Islam adds material violence to the already unpromising mix. The U.S. was not instrumental in fostering this culture.

From this snippet and reading the article, these problems are self-inflicted. These people are desperately poor and yet they reproduce eight children. There is no economic activity to speak of. The main specialty appears to be inter-tribal warfare.
The solution is to lace their drinking supply with birth control hormones. Then they can be desperately poor without 8 children.
