President Trump's son-in-law and senior adviser is being honored for his "significant contributions in achieving the renegotiation of the new agreement between Mexico, the United States and Canada," according to Mexico's foreign ministry. The three countries hashed out the deal over the past year to replace the North American Free Trade Agreement.
Kushner is an important team member in the Trump Administration - Ambassador Lighthizer said he was instrumental in the Canada/USA negotiations, Mexico gave him their highest award, he facilitated the Embassy move in Israel to Jerusalem and Lindsey Graham said today that if Criminal Justice Reform passes the Legislature ...... it is because of the work that Jared Kushner did to promote the legislation and work out deals to make it pass.

Naw. Kushner, and more importantly, his father-in-law, don't need leftists or others to destroy them. They do a great job doing themselves in with their ham-fisted ways.
So basically he offered to bail out Trump who can't find someone but even he is smart enough not to get on the sinking ship with both feet.
That's my take too. He's saving Trump from the embarrassment of it being obvious that no one wants to work for him. So Mulvaney allows Trump to buy a little time until he can find a permanent sucker, er, chief of staff. Meanwhile Mulvaney leaves himself an escape route with this "acting COS" ruse so he can bail on a moment's notice without looking like a rat leaving a sinking ship. Pretty clever.
