Technically, its up to the President to sign or not sign the proposed budget. Its up to him to choose whether to shut it down when the final appropriations bill reaches his desk. He acknowledged as much when he said "I will shut down the government. I will take the mantle. I will be the one to shut it down."

Most Americans don't know that a "government shutdown" doesn't actually shut down government.
But keep parroting the sky is falling narrative.....
I think by now folks get what a government shut down is -- every time one is threatened we get explanations of what is or isn't available and who is or isn't impacted.
