Who CHOOSES to get cancer? People CHOOSE to have sex. If they don't consequently want or cannot afford to support a child that may likely result, either they shouldn't have sex, or they should provide their own contraceptives.

Actually, it doesn't. The Constitution only mandates that the Federal Government "promote" the welfare of the United States, not "provide" for it. Air a Fed Gov-created PSA (public service announcement). That'll "promote" it.

Default Free birth control. No health insurance needed.

However, it requires personal responsibility.

Condoms are free at many locations across the country.

At your doctor's office
At your local health department
At your college health center
At your college dorm
At bars, pubs, and nightclubs

In addition, your state might have other free condom resources. Here are just a few examples:

Alabama:
To control STDs, the Alabama Department of Public Health 67 County Health Departments operate free, confidential STD clinics statewide. Free testing and treatment is provided for chlamydia, gonorrhea, syphilis and HIV. Free condoms available.

NYC: Enter your location to findnyccondoms.com for a list of health clinics and bars where you can find free condoms.

California: Teensource.org has a map of places to get free condoms. The list is also sorted into categories so if you're looking for a place that also provides medical services or trying to see if your school offers free condoms, you can see it all at a glance.

Wyoming: Go to Knowyo.org and you can get a pack of 10 condoms in an unmarked envelope by mail.

Ohio: The Ohio HIV/STI program will mail free condoms (in discreet packaging) to any resident if they fill out this form.

Washington DC: Text 'DCWRAP' to 61827 or go to rubberrevolutiondc.com

Milwaukee: www.414allmke.org

Los Angeles County: lacondom.com (will also mail them)

Incidentally, regarding effectiveness:

If you use condoms perfectly every single time you have sex, they’re 98% effective at preventing pregnancy. But people aren’t perfect, so in real life condoms are about 85% effective — that means about 15 out of 100 people who use condoms as their only birth control method will get pregnant each year.

The effectiveness of condoms can be increased, however.

Condoms + Fertility Awareness = 99.96% effective with perfect use - 96.6% effective with typical use
Condoms + Withdrawal = 99.92% effective with perfect use - 96.2% effective with typical use

Reducing number of poor & unwanted kids is a good example of something the government can do with minimal investment where the general welfare of US as whole is vastly improved. Flooding the nation with millions of such welfare kids is not something the nation would benefit from.
