Apparently, the decision had already been disseminated at the Pentagon by SecDef Mattis before Trump had announced. Mattis had previously made the statement about leaving Syria as Trump.

There's little need to be in Syria. 2.5 million Kurds is not enough to build a viable independent state able to defend itself. The terrorists are confined in Idlib and US-controlled enclaves separated from the urban areas by desert now that the tunnel networks have been destroyed. The resolution of Idlib should be left to Syria, Russia, and Turkey. Eventually, the Iranians and most of the Russians will leave since they've rebuilt the Syrian military.

The Russians aren't going to leave Syria. It's a great win for them to have bases and planes/ships there.
