People form countries so they can have a place where they can live the way they want to, free from outside interference. The governing principle is something like, "You don't try to force your requirements on us, and we won't try to force our requirements on you." That's why countries have borders. And sometimes walls, in case another country doesn't get the hint. It's an old neighborhood truism that good fences make good neighbors.
The United States is our home. It's where we want to live as we desire. We accept lots of immigrants, millions, but not so many that they would overwhelm our culture and freedoms. It is first and foremost our home. It is not a center for handing out free stuff to anyone who tries to come in from outside it to get it. Nor is it a catchbasin for people who think their own country isn't good enough. We made our home good enough (an ongoing process). So can you.
We will decide how much help we'll give you. And it's frequently a lot. And we will decide how many foreigners we let in - and that's millions, of every creed and color. But it's OUR decision. Finding people coming from outside to try to break into our home to change it into their home, is NOT what we intended when we set up our home.
Want to come into our home? Get in line. And when you get to the door, knock, and ask politely. It is our home, after all. You already have your own home. If you don't like how your own home is, maybe your effort would be better spent fixing your home, rather than trying to break into ours. And violate our rules, and let the criminals among you come in too.... and spend the other half of your time telling us how dreadful and horrible we are.
That's why people put fences and walls around their yards. To keep out trespassers.
And yet they still let in guests. And they help out their neighbors. But they like to keep their own home the way it is... or change it according to how THEY want it changed.

You have to have some way of levying taxes and providing government services. You can't serve people who don't pay or abide by your rules.
