Not at all. As long as you follow the letter of the law there are a ton of ways to pull money out of this for your benefit legally.
Just like Trump and so many others he can say he spent it trying to do stuff. That's allowed. Failure is allowed. In fact, he may even get banks and others to lend him money (maybe Russians).....and then default on them. Legal too.

Kris Kobach was just on Fox News with Shannon Bream. He said if they get private companies to construct a barrier it will cost about $4M per mile compared with having the Feds do it for $18M a mile. Also would be faster to complete since landowners want it. It will leave that much more money available for the Feds' barrier. So far, so good.
