In November 2016, Senator John McCain and his chief of staff, Christopher Brose, attended the Halifax International Security Forum. D.E. 214-2 ¶ 20. There, they met David Kramer, a former Deputy Assistant Secretary of State responsible for Russia, Ukraine, Belarus, and Moldova. They also met Sir Andrew Wood, the former British Ambassador to Russia and an informal advisor to Orbis.
Wood told the three others that he was aware of information collected by Steele suggesting that Russia both colluded with the Trump campaign and had compromising information about the candidate.
McCain asked Kramer to go to London to meet with Steele, which he did on November 28.
Kramer read the sixteen extant reports (again, Report 166 had not yet been written) in London and later obtained copies of them from Glenn Simpson in Washington, D.C.
On November 30, Kramer met with McCain and Brose in Washington, D.C., where they reviewed Steele’s reports.
Kramer advised McCain to share the reports with the FBI and the CIA.

After those meetings, on December 9, McCain met with James Comey, the FBI Director, and gave him the first sixteen reports.

On December 29, 2016, BuzzFeed reporter Ken Bensinger met with David Kramer at the McCain Institute. D.E. 214-2 ¶ 48. Kramer reviewed with Bensinger what he knew about the Dossier and explained that he took the allegations seriously.
Bensinger found Kramer to be a serious and credible Russia expert.
Kramer showed Bensinger the Dossier and told him that “some of the information was unverified.”

Everyone who is known to have handled the Steele Dossier prior to its publication in Buzzfeed has denied leaking it except one man. David J. Kramer, a former Assistant Secretary of State for Democracy, Human Rights, and Labor, has been subpoenaed by the House Intelligence Committee to answer many questions and may be compelled to divulge the names of Russian sources used to build the dossier.

Kramer worked with Senator John McCain in many capacities over the years. His involvement with acquiring the Steele Dossier, which made strange accusations against President Trump, for the Senator included a trip to London to meet with Steele directly at the end of November, 2016, less than three weeks after Donald Trump won the presidential election. As a result of the meeting, copies of the dossier were given to Kramer and McCain, who then gave a copy to former FBI Director James Comey.

An associate of Arizona Sen. John McCain’s who handled the dossier is asking a federal judge to block the release of a videotape and transcript of a deposition he recently gave in a lawsuit related to the salacious document.
David Kramer, a former State Department official and former director at the McCain Institute for International Leadership, filed a motion in federal court in Florida asking a judge for a protective order to block the public release of his deposition.

And yeah, so what if McCain did the country a favor by leaking the document? More and more of what's in that dossier has been corroborated everyday and we Americans deserve to know! McCain is a hero for serving in the miitary and a hero to millions of Americans who still have their healthcare so stop speaking ill of the dead!

That part of the document is simply rehashing testimony given. That's not an opinion. It is also not a conspiracy theory. It's fact. You need to grasp that. This is not a conspiracy theory. It had been stated in the past. Kramer tried to hide from it. And now it's official.

There's unverified and unproven info in the dossier.
For you, it would be like Alex Jones submitting info to the courts to start snooping around what Clinton and Obama were doing.
