Trump was promised funding for the wall when he agreed to sign the last budget bill, but as usual, Congress had no intention of following through on that promise. Trump called them on it.
Congress did that so they could go home for the holidays. They knew it wasn't going to pass the Senate. Actually, he called out the Democrats when it was the Republicans. Maybe he doesn't know the difference.
They are willing to allocate money for border security. Trump has money from last year that he hasn't even spent on border security yet. So yeah, actions do speak louder.
Actually we do know how many terrorists crossed the southern border, and that was Zero. Thats what homeland security said, and they know more than anyone. So the terrorist angle was used to lie to the people and stoke fear, as is the rest of the alternative facts from Trump to keep people fooled.
