A city/state has a tax enforcement department. They just get your name and run through their database. These are the same people who drag you to court for non-payment of taxes if you do not pay.
How do they get your name? How do you determine a legal Jose Jimenez from an illegal one?

They ask you for your name and SS number. They don't have to ask for your immigration status.
A legal law abiding Jose Jimenez would have a SS number and tax returns attached to his name.

Courts have already ruled. They can not do that. That's what got Arpaio arrested and the reason he was tried and convicted. You are asking your local authorities to violate the COnstitution and risk prison because the Federal officials refuse to do their job?

False, Arpaio was not a local tax official, but a law enforcement official. Local tax enforcement officials can ask for your SS number. In fact, it is mandated by the federal law that the local tax authorities (and welfare offices) require you to provide the SS number.

No they can't. It's no wonder the country is in the shape it is.
Who has the right to request your SSN? Federal law mandates that state Departments of Motor Vehicles, tax authorities, welfare offices, and other governmental agencies request your SS number as proof that you are who you claim to be. However, the Privacy Act of 1974 requires that government agencies at the local, state, and federal level disclose to each person whether submitting your Social Security number is required, details on the use of this information, and what law or authority requires its use.
Note also that the Tax Reform Act of 1976, 42 U.S.C. § 405(c)(2)(C)(i), (iv) (2006), expressly exempts state agencies from this restriction to the extent that social security numbers are used “in the administration of any tax, general public assistance, driver’s license, or motor vehicle registration law within its jurisdiction.” See, e.g., Peterson v. City of Detroit, 76 F. App’x 601, 602 (6th Cir. 2003) (asserting that 42 U.S.C. § 405(c)(2)(C)(i) “permits states to require disclosure of social security numbers in the administration of its driver’s license law[,] . . .
It should have been obvious when Trump's 'voter fraud task force' crashed and burned after getting a swift kick in the butt by most states for asking for private information, including SS Nos.
If applying for a drivers license or welfare they can ask for your I.D. That is not what is being discussed here. We are discussing an illegal working for cash.

Not just drivers license or welfare, also tax authorities. I specifically bolded the relevant parts.
Arpaio didn't qualify under any of those exemptions, but the local state tax department sure does.

Yes, under the Tax Reform Act, voter fraud is not exempt. Congress would have to amend the law. Imo it wouldn't be a bad idea to combat voter fraud on both sides, its a serious felony crime after all.

Tax authorities can get your I.D. After you are caught doing something illegal. Again, how do you catch the person working on the side for the carpet installer?
