Probably because she knows the President will use the opportunity to castigate the Democrats for the partial shutdown over their refusal to fund an aspect of border security.
Pelosi is giving DT an out to not formally address Congress.
I don't hear McConnell saying anything to the contrary.
We all know that DT is not a great public speaker, goes off script, and is easily raddled if anyone does not clap or claps at appointed pauses. Any distraction to DT speech delivery will be disaster and everyone will see it live.
Security personnel of course will say that they can provide security. They will also look at every congressman in the face, eye ball to eyeball.
If DT does do a live speech, there will be a rebuttal. And if DT gives out any obvious alternative facts, he will be openly called out and mayham will break out.
IIRC that United Nations address he gave drew lots o' laughs, why would this be any different?
Trump is secure. He has kept and paid his old private security out of his own pocket for 2 years now. They have been working with the Secret Service. Trump didn't trust Obama's guys, when he first got in.
Typical practice for most dictators. Hitler, Stalin, Saddam, Koreaguy... every totalitarian dictator surrounds himself with a personal guard who is loyal to him personally, rather than to the government.

Trump has a dilemma here. Hannity is encouraging him to make sure the shutdown is still going on for the SOTU, and Pelosi says if it is, no SOTU in front of Congress.
What will he choose???
When in doubt, he usually picks Hannity. Which would be fantastic politically for the Dems, because he would clearly be prolonging the shutdown - and dialing up the misery for millions of innocent Americans, many of whom are members of his loyal base - for no other reason than to make the Democrats look bad. Now, granted, Pelosi is a little vulnerable too for using the shutdown to embarrass Trump, BUT - she is not deliberately PROLONGING the shutdown; Trump and the Republican Senate are, and most Americans know this. All she is doing is taking advantage of a a major crisis that Trump and McConnell have created for no good reason, and refuse to do anything to fix.
Now, naturally, Trumpsuckers will pretend that there is no difference, but the 60% of the country who are smart enough to see through these scum know the score. If Trump is stupid enough to do this, it will be another big win for the Democrats.
