Actually, Cliff Sims alleges Kelly said this. according the Hill article referenced in the OP, Sims was a communications aide at the time, so I seriously doubt a professional like Kelly would make such a statement to someone of Sims' level.
remember, Sims is trying to sell his new book. He is seeking headlines and free publicity.

My theory is that he can’t, or doing it is hard. That’s why I theorize he did not read The Apostles’ Creed at Pres. Bush’s funeral. I think he either can’t read, kr it is very hard for him to do so.
IMO, he is dyslexic. When he was a student, the schools didn't even know how to teach those kids, so he never learned.
My MIL, DH son and grandson are all dyslexic. Grandson got super help at a Winston/Churchill school. DH just excelled at math. Some figure it out around 7th grade.
Trump never did. His parents just sent him off to military school. That tells me they couldn't control him.
Like many, rather than having the whole school think they are stupid, they acquired other skills.
