I don't know if that true. But say it is. I imagine only some land owners will refuse to allow the wall to be built. So that would result in certain areas having gaps in the wall. And that would be the path of least resistance, causing illegal crossing and all the related criminal activity to be funneled to their property. They may just change their minds.
There are miles of gaps in the Bush Wall to accommodate those with connections.
There remains ongoing litigation associated with the Bush Wall.
I want to know how much private land needs to be seized via Eminent Domain. How long will it take to close. And how much will it cost.

Update 2 (1:08 pm ET): Five minutes after Trump was set to begin speaking, Press Secretary Sarah Sanders tweeted that the event has been pushed back to 1:30 pm ET.
The President will make remarks regarding the shutdown in the Rose Garden today at 1:30pm. This will be an open press event.

Fox is reporting that the temporary bill will leave government open until Feb. 15. If no deal is reached by then, a national emergency order to circumvent Congress and build the wall is expected. The Washington Post confirmed this, and added that the stopgap won't include funding for a border wall.
Liberals are already in the streets...didn't you see a taste of it in the video of the students who were confronted by four members of the Black Hebrew Israelite movement, who "called us 'racists,' 'bigots,' 'white crackers,' 'f----ts,' and 'incest kids.' They also taunted an African-American student from my school by telling him that we would 'harvest his organs.'"
So, Trump is speaking now. Three week funding extension durin which time Congress is expected to pass a bill with funding for the wall. If they fail, then it appears the emergency order will be signed and implemented.
we'll all sleep better knowing our military will be patrolling our borders soon.
