Doesnt NY already do this for citizens under income 100K or so?

Not for it, but if true, shows a skew in the story.

One of America's best states brought to its knees by irrational progressive policies.

That's not true. American Citizens already have access to public scholarships/financial aid in the State of NY. This bill is allowing some illegals access to such aid only if they meet the specifications outlined in the new bill.

https://nypost.com/2019/01/23/state-...-tuition-aide/

New York state law for years barred undocumented children from receiving public financial aid to continue their education in college.

The state’s DREAM Act would allow those children to qualify for scholarships and other assistance provided: they attended a New York state high school for at least two years, graduated and applied for college within five years of receiving their diploma; attended a certified high school equivalency program and received a diploma; or would be otherwise eligible for in-state tuition.

Actually you are correct:

I wasn't aware NY state had done this.
Still I don't think it's right to waste taxpayer dollars on foreigners.

NY is already a high tax state, I imagine they'll have to increase taxes even more to pay for the free tuition?

Citizens can get financial aid. This would allow undocumented dreamers to get financial aid too. We've already paid for their education through 12th gradem, why shouldn't we benefit from it? I think it's likely that they will eventually have a legal status. If we help them with college, they will be able to contribute to society all that much more rather than be a drain on it.

Nothing says they get free tuition. They will simply qualify for in-state public scholarships/financial aid the same as anyone else.

Most American citizens do not qualify for "free college" financial aid.
NY already passed college aid (Excelsior Scholarship) for legal residents/citizens.

Despite the fact that Californians overwhelmingly voted against this, by passing propisition 187 back in the 90s, it still goes on today because liberal judges apparently aren't too fond of democracy.
They may be able to get a driver license, but good luck trying to insure a car being an illegal citizen, that is sort of the catch 22, we will give you the license to drive, but you still wont be able to legally do it.

NO auto insurance company would underwrite a policy on an illegal citizen, it would be too much risk.
