That's a reason why the black families in 1970s Boston weren't all that happy about the busing plans, aside from concerns of safety for their children. The very idea of sending black children to receive a quality education by sending them to largely white schools in white neighborhoods was a poisonous concept to the self-esteem of a black student.
Also, there was a belief that the busing plan was a means for suburban districts to obtain additional state funding, at the expense of the black community. Why not, instead, provide more community control and funding to the schools within the black neighborhoods?
Exactly. The whole thing was a boondoggle. Made no sense.
