Shareholders, as individuals, receive dividends and capital gains (when they sell assets). Their ROI does indeed get nicked when they're taxed more. That means less available for re-investment in the economy.

With a Constitutional amendment that forbids the government from raising the rate above 10% and limits state rates to no more than 5%.

Everyone pays a total of 15% of their income in taxes.

Man, I would love that. It has zero chance of becoming reality but it would be great. Talk about making taxes easy every year.
