No conservatives would enact and equal or higher "sin" tax to discourage use, and that's only if they can't ban it entirely.

Medical and recreational marijuana needs to be taxed but at a reasonable level. Taxes need to be high enough for the state to profit but low enough to kill the black market.

What they are not telling you is that weed is already selling for about 1/4 of the old street price......and market pressures are even driving it down from there.

Conservatives will hawk anything - from opiates to weed to war - to make money. But that doesn't mean they do it efficiently. They would want to disguise moldy weed (regulations force growers to toss it now) and grow stuff with dangerous pesticides...then they would want the government to stop requiring testing of it for these very reason.

All in all, though, they'd prefer to make money for lawyers, judges and jails....something they've been doing with the War on Drugs for decades. Conservatives are many decades behind in this particular (and most) sciences - only 8% of scientists even ID as Republican, so how many weed scientists do you think do?

But, as I said, they will hawk things all day long to make a buck.

I would say only Conscientious Capitalists can improve a market and a Conservative running it would be key to its success.
All we hear from the Progressives nowadays is Free this and Free that for everyone, heck AOC and her green deal is ready to pay people whether they feel like working or not.
