Unless something tragic happens to Individual One (considering his age, a possibility), in which case it would be up to Pence to either pardon Manafort or leave him to rot in a Federal cell for the rest of his days.
As much as they may dislike him, everyone must make nice with Pence.

Considering that animosity toward Trump is even greater now than when Manafort was first charged - I wonder if that lessens the likelihood of a pardon?

For 5 months. Yes. And they were sort of busy with the business of running for President. It's strange people think that's all it takes though to be entangled in all sorts of other deals that had nothing to do with a presidential campaign.
