Barack Obama declared 13 national emergencies, with many of them focused on international affairs and containing foreign conflicts, the outlet reported.

For example, in 2012, Obama declared a national emergency entitled, "Blocking Property of Persons Threatening the Peace, Security, or Stability of Yemen" in order to freeze the assets of anyone perceived to be negatively impacting a political transition in Yemen, VOA reported. In 2014, the 44th president issued a national emergency referred to as "Blocking Property of Certain Persons Contributing to the Situation in Ukraine," which similarly locked the assets of those thought to be undermining democratic processes in Ukraine. These are just two of many internationally oriented states of emergency that Obama declared while in office.

I didn't agree with many of them, no.

Be that as it may, at least these weren't manufactured crises in Obama's mind.

Every president since 1976 has declared a national emergency. Only one of them has done so as an end run around a failed negotiation with Congress. (Hint: not Obama) Most of the 59 times a president has done this, it has been to apply sanctions and sucj to people, countries and groups who were lined to terrorists. This is a new kind of "national emergency" and it will be tested by the courts. Get your popcorn ready.

They have been used by other presidents when a quick reaction to an ongoing situation was needed. Trump admitted he didn't need to declare one here, but he did it anyway because someone put the bug in his ear six or so weeks ago

Well, ya know.......

That's the problem with supporting or being complacent with giving the government so much power.

Sooner or later, somebody who's not "your guy" is going to use that power in a way that you don't like.

I've no sympathy whatsoever.

Default Many Presidents Have Declared Emergencies — But Not Like Trump Has

Other declarations have followed terrorist attacks or natural disasters. George W. Bush declared an emergency after the Sept. 11 attacks. And Obama used one to respond to the swine flu epidemic in 2009.

Critics say Trump's declaration is categorically different, in that the president is using his power to fund a border wall far bigger and more expensive than Congress was willing to pay for.

"This is not 9/11. This is not the Iran hostage crisis of 1979," California Attorney General Xavier Becerra said in a news conference on Friday after Trump's remarks.

Trump is all about making his base happy and for no other reason.

Did any of Obama's emergency declarations involve an attempt to take spending decisions away from Congress?
