If this report is as scathing as it seems likely to be, will Trump allow it to be released publicly? I wouldn’t put it passed him to try and bury it. Matter of fact, I’d expect it.
The Mueller Report cannot be released, as under the standards established by Clinton AG Janet Reno in the aftermath of the Clinton Impeachment Independent Counsel, this report is classified. But the AG is required to submit a summary report on the investigation to Congress and both Mueller and Barr will eventually give public testimony about the findings of this investigation.
Not sure Trump will have the power to bury the report, as it will be first released to the Justice Department and Congress. Members of the House have promised to then release it to the American people, if that has not already occurred.
It will have to be made public - keeping it secret, or only releasing selected parts of it would cause great resentment on all sides and be politically lethal for any elected representative or senator who tries to keep it under wraps for his or her own political purposes.
It may be that some of it will be censored for reasons of national security - but all the rest needs to be public and its contents made widely known, ideally minus political commentary initially (though realistically, both sides will try to use it for their own purposes).

Why would the report being "as scathing as it seems likely to be" have any bearing on whether or not it should be released? If it turned out not to be scathing would you give a different answer?

The Mueller report will not be submitted to Congress, only to the Attorney General. It was apparently former Clinton AG Janet Reno's intention to make the report virtually unleakable, when she established these standards for the handling of Special Counsel investigations almost exactly 20 years ago.

It doesn’t make a difference to me but I’m sure it makes a difference to Trump.
Honestly I don’t care, there was no reason for a Mueller report to begin with, our intelligence officials proved they are as corrupt as they come and would stoop to using their position to target political opponents and pick sides. While they are powerful and can easily destroy a citizens life with the full resources and power of the federal government they have failed to take out their top target. I don’t support Trump on everything but this would of never happened to a bought, paid and controlled politician
