Good to hear that went nowhere. Background checks and clearances already are giving potential volunteers pause - not because they're guilty of anything, but because they are reluctant to go through a background check and have it on record. Even when the checks are free to the volunteer (but the NPO still pays ... ).
Heck yes. The 501(c)3 I volunteer for paid $25 for fingerprinting - I work around schoolkids, perfectly fair - but DNA and $250? We'd have way fewer volunteers - good thing, too, because we'd be unable to afford them. (I donated the $25 and deducted it from my taxes. That's not going to work any more either...)
