Nah, they just want a story about something that has been going on forever so they can use it for a political attack and then go on not caring.
If there were a few offenders within the ranks of the detained and they separated them out then I'm sure that there would be additional posts about putting children in solitary confinement and how Hitler did the same thing!

If that statistic is true, that IS distressing. But it sounds more like a broken system rather than the doing of the executive office.
