In recorded history, there isn't a single case of a sex-offender being successfully rehabilitated.
They will always violate another human being. The only thing you can do is kill them or incarcerate them permanently.
Sex-offenders don't see other people as human beings. People are simply objects to be used for self-gratification.
The only other thing you can do is be vigilant and teach your children what is and is not appropriate behavior.
However, that's still not enough. You have to develop an extensive rapport with your children as it relates to trust, so that your child is totally comfortable reporting everything to you, even after the pedophile has made efforts to persuade the child not to tell others about their activities.
Your bond with your child has to be stronger than the sales pitch by pedophiles.
I am not going into what homosexuality is... I am referring to the process of normalizing the behavior.
You can choose to be naive and not realize what's occurring, and then wonder 10 or 20 years down the road how it happened.
If the rich and powerful are involved, and they are... don't underestimate what they can do.

Today, one can be convicted as a sex offender for being x years older than his/her underage partner. X is a variable by state and country. A high school senior with a freshman might qualify as a sex offender. That's not the same thing as acting on an attraction to prepubescent children.
As it relates to the latter, I don't think there is a cure. We will never know how many are attracted to young children because most do not act on it.
It’s creepy because it seems like nothing stops it. We have a local sheriff in Florida that has arrested entire child porn rings, put the offenders pics on television, held press conferences, and it still goes on. He is busting over 100 at a time in a single county in Florida which tells me this is much more prevelant than I ever realized. Scary stuff to think about when you have young children.
I guess the story a family member told me about LE making teens have sex with them to avoid being brought in for the drugs found on them....may not fit with the basic narrative being presented here.
In a sense the Stones were right with "every cop is a criminal, and all the sinners saints".
If we look at the tip of the iceberg theory...and I take just the little I know and have seen....it's quite troubling. And, no, this isn't the "homo scare" that the Russians or the OP reference, but - as one example - the entire political system in my old NJ (GOP) county of 500K souls. Orgies, dungeons, expectations that any guy in power could do anything with anyone...even murder as a result of this. All par for the course. Top end Lockheed Employees who were also pols...caught with Rentboys? Yep. Par for the course...of course, said employee was married with kids and spoke for Family Values in all his talking points.
Nothing much new...or old...under the sun. Much has already been normalized by the Church and probably with other institutions.

I sorta doubt this...in light of the new definition of "offender".
I played tennis with a ex-schoolteacher who told me up front (when we met) that he was an offender and had spent a year in a local lockup. His crime was having a CD with some images on it.
I really doubt he ever did the same again...and he almost certainly never touched anything either in the first place...and probably not later.
My assumption is that there are thousands of such cases. I never say never.
There may be some truism for the hard-core cases....but today there are so many levels of offenders that I am fairly certain many learn their lesson.

I understand that from a legal and real time perspective.. but actually it's not. It comes down to one decision to act on those thoughts.

In answer to the question posed by the OP:
We should create a voluntary program so self-identified pedophiles are allowed to voluntarily enroll into a publically funded lifestyle camp where they live out their lives working in the agricultural sector away from children. They are provided, at public expense, a middle class lifestyle in terms of food, clothing, shelter, entertainment and given meaningful work in agriculture , once they enter the lifestyle community, they are never permitted to leave,

We should create a voluntary program where self-identified pedophiles and allowed to terminate their own lives through physician assisted suicide, paid for by the taxpayers.
What these measures do is allow those so inclined to self monitor and determine when they may be an actual threat to a child and remove that possibility from the equation through their own volition.
And any adult (exception for the preexisting narrow age band rules that are already in place) convicted of having sex with a minor, and such sex is verified through DNA evidence, is sexually neutered as a minimum sentence or given the option of physician assisted suicide.
We see the big picture in the mass media where the pedophile is called out and then forgotten but when it comes to the small picture, the local scene the pedophile is exposed to everyone in his circle and often ostracized. These guys that prey on kids need to be publicly shamed. I'd like to see them dragged out and beaten but we are a civilized society forced to accept the occasional animal.
I don't think there is a way to stop a pedophile from molesting kids except to lock them up for the duration.
Civilized? Covering up an international child sex ual partners for the rich...civilized. Its the definition of perversion . Of obscenity. Like, lacking all social redeeming value.
People are being prepared for the indictments of the rich and famous including politicians. Have to get used to the idea so they don't go into shock when all hell breaks loose.
It seems like the social elites and power structure are really into these things.......
At least it has been somewhat exposed now. REAL evil out there that a lot of people tend to gloss over.
