We live in a feudal fiefdom system where everyone is clawing to try to get ahead by any means necessary. VERY few people are in a position to go to college to learn for the sake of learning when everyone is in a fight for survival against mega corps.

I'm already doing that with public schools. It's in the interest of society to have a well educated populace because they will in turn also contribute to growing the economy.

You can price fix a commodity without throwing taxes at it. It will then be up to the university if they want to pay professors to keep good programs going or go under. Because the income will be a fixed value the over paid back room functionaries will have to take a hair cut along with the dean/provost, its that simple.

Also if its a state ran school the state can dictate who is getting a hair cut to maintain tuition rates at reasonable levels.

Some schools may be able to dig into endowments to pay over priced functionaries but they wont want to for very long when the tuition per class is a fixed rate by law and the school is required to provide X Y Z classes to keep their accreditation.

Overall when someone has to pay for something they are more careful, more thoughtful, more interested to take care of what the item or goal is.
Most countries overseas have free college education. They make entry somewhat competitive.

The reason there is so much apathy in the USA is that the country's economy and economic development is broken. You can't go to college and have a reasonable chance of success when there is outsourcing, constant layoffs, etc. The dream of the middle class live barely exists. The reality is that for many there lives in relative terms will be worse than their parents' lives. That's a huge incentive to be apathetic for most.

Economic development has been by companies who really did not add much - facebook, amazon, and uber. Tesla may be an exception. You can argue that facebook, amazon, uber added something new, but I see that they simply put existing processes on the internet. No one went without goods before amazon shipped it from warehouse. No one who wanted a tax was left without one.

The country is stagnating. The energy has been zapped out. The country China that received the new jobs is growing.

Nah -- It's not that like that one or two or even three student in a classroom would reduce the cost of that class.
There's a larger cost to be paid when the kids who sleep through high school are now demanding a career wage to flip fries or collect grocery carts. And that's provided they can read well enough to even get a job.
