A college\university can let people in for any reason they so choose.
They do it all the time for students whose presence somehow helps the University either through large family donations or ability to raise the schools profile by helping get the sports team to the NCAA tourney etc.
For example, Harvard lowered their athlete admissions requirements for key mens sports 6-7 years ago to build up their basketball team.
The difference here is that they used bribes to cheat the university admissions process breaking several federal laws in the process.
Kinda like getting a discount on a couch from Pete's furniture barn because you are friends with the owner....or negotiating with a buddy that works at Pete's to pay him $200 if he helps you steal a couch from Pete's.
