there were (and still are) lots of gay cowboys and it is likely that the cowboy depicted on the license plate is gay as well
Why the fascination with Gays, and/or Gay Cowboys? Why bring up sexuality at all? Are you saying if the Cowboy was replaced by a Gay Man, that it would be more acceptable to you and those that otherwise would be offended (leftists)?

Having lived in rugged West Texas for years, I've seen some of those Cowgirls walk in our stores that would pass as Cowboys.
They could certainly kick my azz and you'd never know their real gender.
So how about a TransCowboy, Would that be OK?
Maybe a Uni-Sex Cowperson?
What'll we call them when we eliminate cows? Before we all die in 12 years.

“I am not the only person for whom the word ‘cowboy’ invokes a white, macho, male, able-bodied, heterosexual, U.S.-born person,” associate professor of kinesiology and health Christine Porter said at the time. “The history of cowboys, of course, is much more diverse than that racially, and presumably also for sexual orientation. But the image—what the word ‘cowboy’ means off the top of almost everybody’s head in the U.S.—is the white, heterosexual male.”
