The way a dictator gets power, is to seize it. They don't play by the rules or ask politely, they just bully their way into it. Like Trump is trying to do in by-passing congress, to get funding for a wall.

To be honest, I blame the people (citizens) more than a president or govt officials for letting it get this close to '1984', its the citizens responsibility to recognize and stand up to stop this kind of thing when necessary!
WE HAVE THE ABILITY TO REMOVE A GOVT FROM POWER, the constitution grants us this, even if by force if necessary, so there is no excuse for NOT taking action.
