Ah, conservative authoritarians. As soon as you feel the need to put the boot in, the Constitution stops being all about putting the brakes on what government can do and starts being about limiting what citizens can do.
As far as I can see, the conservative answer seems to be "shunt them off to be homeless somewhere else". Or as Blackadder put it, "O surely you will be allowed to starve to death in one of the royal parks."
As for capitalism? Well, homeless people aren't worth much as consumers, but as this thread shows, we're a good way along to dehumanizing them. Once we can convince ourselves they're things, surely they possess resources that can be extracted - healthy organs for transplants, for instance. A mobile kidney removal clinic could turn an admirable ROI.

The money changers hopped in bed with Communist China that steal organs from undesirables which we do not hear about anymore even though it is still being done.
The homeless need to provide a monetary value so perhaps some organ harvesting should be considered.
Under capitalism charity would probably exist for the homeless...if folks wish to give.
The only thing you can do in regards to waste/needles on non-private land is privatize it or form voluntary/non-violent associations with others to shun those who make a mess everywhere they go.
Without the protection of the State, as is the case now now, the homeless would be powerless to counter these measures.
They would either be helped, shunned out of sight, or morally eliminated upon them breaking the NAP.
That's the real answer from one of only a few real capitalists on the board.
