They'll enforce it the same way they "enforce" all the other ridiculous gun laws. If they happen upon it while doing something else they may do something about it, or they may not. Most likely not.
It's pure speculation to say nothing will be done. How would anyone know how cops will enforce it. Also, this is not same as the Clinton ban, which had no requirement to turn anything in. This time owners are required to destroy them, or turn them in. If you are found in possession of one after 90 days, you'll be in trouble

Unless there is a bump stock registration list somewhere in the bowels of BATFE then very few will be turned in. People will go on using them when they can. They just won't do it at a public range.

Yep. Bump stocks were bought online and over the counter because they are a part. There is no database, no serial number. Zero way to track them so unless they see one in the back of your car in a traffic stop there is absolutely zero chance of getting busted with one.

They'll "enforce" this law the same way states "enforce" drug tax stamp laws. If they want stack up the charges against the accused (or enhance the potential aggregate penalty assessed therefor), and perhaps the evidence for the drug possession/delivery charges is a little flimsy, they can always nail 'em on state tax evasion charges because nobody buys the drug tax stamps.
Same thing here. If the authorities are filing other firearms charges, they may thrown in possession of a bump-fire stock as a bonus to enhance the penalties.
Otherwise, it will be largely unenforced, which is to say...if you have a bump-fire stock and you use it on your own acreage out in the country to plink some cans, BATFE probably isn't going to care. The state police won't care. The local county sheriff won't care. Primarily because, of course, all those guys know that they didn't outlaw thumbs, forefingers and belt loops, which you can use to achieve the exact same effect as with a bump-fire stock.
I don't care too much whether bump-fire stocks are illegal or not, myself. I have a safe full of semi-automatic modern sporting rifles and not one bump-fire stock. Don't need one. I got thumbs, fingers and belt loops.
