Of course it's not hard to identify. The meaning can be easily derived from the words themselves. The point is, regardless of weather or not you or I consider something another person says to be "hateful", in the end it is their right to say it in this country. When you start trying to put labels such as this on speech in order to try and suppress opposing views or opinions, you are essentially seeking a way to dampen or remove someone else's First Amendment rights. I personally believe there was a reason this was the very first amendment to our Constitution. Because if people are not allowed to speak their minds without fear of reprisal or persecution by their government, then they can never truly be free.

Unsurprising language coming from a British-Iranian "journalist." I know that "hate speech" is actionable in the UK and Iran, but we live in a free society with a Constitution that protects against government tyranny and that defends freedom of speech. And this doesn't even get into the absurdity of even assuming that "lock her up" could be reasonably considered hate speech by anyone.
From a practical standpoint, "hate speech" does exist in this country and there are consequences for it. For example, saying an outright racist thing at work can get you fired. However, unless the guy said something "It is people like you, as in your race, that should said be locked up", I don't see "lock her up" as being hate speech.
It's pretty bad when James Comey has to remind you about the 1st amendment.
