I can’t see how this will help long term. I think it’ll have a negative affect especially on service contractors that have to drive daily into the city to work.

Service contractors will be fine. All this is going to do is hurt the middle/working/poor who, contrary to what is being reported, do drive into Manhattan from the outer boroughs. This won't do a thing to substantially improve traffic congestion in Manhattan; though congestion in Manhattan isn't the only problem in NYC as far as this topic goes, so don't expect these leftists in state government to stop with Manhattan. Just like it didn't do a thing to substantially improve traffic congestion in London, which is oft-touted as the "model" for this experiment. If you look at London traffic statistics, traffic in London is still terrible, often being called the worst in Europe. What works in London (and in NYC) are dedicated bus lanes.

Manhattan has some of the best public transit in the world. I don't see why anyone would need to drive there.

Good idea. I support private roads, but tolling with peak times and rates can definitely reduce traffic in a non-offensive way. Companies could alter workday hours and/or provide for home office hours in reaction and those who absolutely need to get somewhere by car will still be able to do so.
Careful though, people tend to characterize price adjustments based on the law of supply and demand ,as gouging
