Hopefully he'll stay there. I doubt it though because once he starts telling them how he wants them to run their country, they'll tell him to go back to America where they let him do that for 8 long years.
They're all Presidents for life. The former Presidents just don't have the responsibilities of the current President, but they all established relations with other national leaders who led their own countries during the same time span.
So they all become international spokespersons for America when meeting with those other leaders and current leaders. Everything they say and do is unofficial but still has the perspectives only a President has on the happenings of the moment.
President Carter has now met with far more leaders than he ever did when he was serving. When any former President goes abroad, that's a part of what they all do, always. Even when a former President doesn't travel, other leaders may come to him when they are here in America. Both Bushes met with leaders in their homes.
It's almost a mandatory thing sometimes, as what one President does in his time always affects the Presidents who follow him. We citizens are much more aware of those effects than the leadership in other nations are, so those leaders seek out the ex-Presidents when an occasion arises. Just as ours do here when other ex-leaders come to America.

Other international leader who are still in office respect him quite a lot. And he hasn't been out of office for so long that his thoughts are obsolete or no longer pertinent to what's happening right now.
All ex-Presidents are kept up to date in the goings-on as much as they want. They were all once privy to our highest secrets, so they're all kept as informed of any changes in those secrets as they choose to be. Some former Presidents don't want to be kept up to date, others do. It's always been like this.
At least we know he still loves himself. In his rant, he used and referred to himself 392 times.
