I was at this hearing. In actuality everyone ignored her demands. She also spent the night rolling her eyes and making dumb faces when people spoke against the proposed bill. She routinely allowed supporters of it to speak over their 2 minute time slot and immediately interrupted opponents of it when 2 minutes was up.
To her credit, the American flag does have white in it so it is definitely #racist. Thus, every color other than white should be paid reparations starting in the year 3000.

This headline seems a little misleading.
It seems the group for gun rights was attending the meeting, and waving their flags during the meeting? Very distracting.
When it's your turn to speak, get up and wave your flag, otherwise, sit quietly and don't distract from the proceedings.
It appears that other distracting behaviors had been clearly spelled out, until last meeting when they changed the rules because they didn't anticipate the distracting behavior of waving the flags continuously.

Waving a flag for a second or two silently isn't distracting. It likely would have gone unnoticed if she hadn't repeatedly used her gavel and whined about it.
